Space-O Project consortium

Workshop on using Earth Observation information in water management

Starting in 2016, an international team of experts from EMVIS Consultant Engineers, Swedish Meteorological and Hydrological Institute (SMHI), EOMAP, European Dynamics, Consiglio Nazionale Delle Ricerche (CNR), and the International Water Association (IWA) joined together to harness technology and tackle drinking water challenges through the SPACE-O project. The tools developed were tested in two pilot sites through the local utilities of Crete and Sardinia (Organization for the Development of Crete S.A., and Ente Acque della Sardegna). We have involved end users (water utilities) from the initiation of this project to ensure that our products are relevant tools to their operations. However, many other water quality dependent activities from recreation to aquaculture to hydropower can benefit as well.

The purpose of this event is to 1) present SPACE-O final outcomes including a water information and early warning system using Earth Observation data to provide information such as water quality forecasting (on reservoir source; and a risk-based decision support system (DSS) to enable cost-effective and environmental sustainable operation of Water Treatment Plants (WTP); and, 2) identify future opportunities for using advanced technologies to improve water management.

The workshop will be held in parallel with the ICT 2018 Conference.

Limited funds are available to cover attendee’s travel expenses, on a “first-come, first-serve” basis. If you wish to request funding support, please fill out and follow the instructions in this form. We will return to you confirming the amount and/or items to be reimbursed.

Water is an essential good for life but also the basis for economic development of a society. The accession of the countries of the SEE region to the EU requires modernisation and upgrading of water infrastructure and services. With 9,781 m3/capita/year, BiH has abundant water resources. 88% of population have access to piped water. Public water services cover 58% of total population for water supply and 31% for sewerage. Poorly maintained infrastructure causes water losses, with even 50% of non-revenue water. Only 3% of the population is connected to wastewater treatment plants. Local units and 142 utilities are unequipped and lacking skills for efficient operation management. In order to achieve the planned water policy investments are estimated at € 3.66 billion within 20 years. The EU has been a key donor for water sector investment. Tariffs are the dominant funding source and important precondition for the sustainable operation of utilities. Optimising tariff system is ongoing program and current topic, as well as the equipment modernisation in BiH.

7th Annual Forum of the Danube Strategy

Transforming municipal wastewater treatment plants (WWTP) from net power consumers into energy neutral or even energy positive service providers is no longer a dream.

Today’s cutting-edge technologies, such as Resource Recovery Factories, have become more affordable for many cities and regions, empowering urban areas with a new source of flexibility in their energy system while also facilitating their commitment towards climate goals.

Discussions around innovations that enable these new Resource Recovery Factories will be at the core of this two-day conference which will feature recognised experts. Participants will learn about the European and energy framework in which the WWTP as a renewable energy source operates, whilst also investigating the market deployment potential.

The project is committed to working in close collaboration with both academia and the industry, therefore each topic has been developed and shaped to meet the IFAT audience expectations: to learn, be questioned and challenge the discussions.

The wastewater sector has a potential in the energy transition for Europe. Don’t underestimate the power of wastewater. Come and discover the circular wastewater economy!

The conference will take place on 16-17 May at the IFAT Trade Fair in Munich, Germany. It is organised in the framework of the H2020 POWERSTEP project that has received funding under the European Union HORIZON 2020 - Innovation Actions - Grant agreement n°641661.

Resilience is a strong emerging theme within many parts of the water sector.  From long term water resource availability and water quality impacts of droughts, to the need for resilience against short lead time disruptive events such as floods and earthquakes. These types of events not only disrupt water sector infrastructure and operations, they also impact on other infrastructure that a reliable water sector depends on. This includes electrical power supplies, telecommunications, and transportation as well as disruption to the supply chain.  The impact of such events can be long lasting and far reaching, impacting negatively on customers, the environment, and business performance.  Ultimately, the need for resilience is a significant business risk management issue.

This joint conference seeks to explore ways in which the sector in its broadest terms is developing resilient systems, assets, and operations so that business continuity risk is well managed in the face of adverse conditions. The intention is to share experience from across the world covering: real life examples of lessons learned from significant events; good practice in the response to events; and current activities that are strengthening resilience.

3rd POWERSTEP regional workshop "Energy positive sewage treatment plants - A sustainable solution for climate protection in municipalities"

The municipal wastewater in Europe contains an available chemical energy of about 87,500 GWh per year. This corresponds roughly to the capacity of 12 large power plants. Due to the currently used technologies and the associated energy loss in the individual process steps, sewage treatment in Europe instead consumes primary energy of more than two power plants.

The use of the available chemical energy represents a great opportunity for municipalities, wastewater associations and operators of sewage treatment plants to evolve from an energy user to an energy producer and thus, on the one hand, to reduce costs and, on the other hand, provide an important contribution to climate protection and energy transition.

In the framework of the Horizon 2020 project "POWERSTEP” new technologies and concepts are being tested in close cooperation between research and industry in order to make the energy content of the sewage water available on existing sewage treatment plants without major investments.

To introduce the concept of energy positive wastewater treatment plant to representatives of municipalities, a regional workshop by the POWERSTEP project will be organised in Timisoara, Romania on 17 April 2018. The workshop targets innovative municipalities with ambitious environmental and climate goals.

INVESTMENT CHALLENGES FOR THE WSS SECTOR

INNOVATIVE SOLUTIONS AND FINANCIAL STRATEGIES

BWA organises on 27-28 March 2018 its traditional conference “Bulaqua”. During the Bulgarian Presidency of the Council of EU main topic of the event will be the future investments in the water sector.

AIMS

The conference aims to put accent on the priorities, perspectives and requirements that stand in front of the WSS sector for more efficient work of all stakeholders. The considerable and complex projects as well as the need of enormous investments regarding the water sector require the assemblage of the whole national management, expert and execution resource. In this regard BWA recognises the need to attract both public and private stakeholders in order to resolve the issues that investors and beneficiaries meet daily.

The main aim of the event being unofficial part of the programme for the Bulgarian Presidency of the Council of the EU in 2018 is to present to all attendees best available practices and ideas in the context of the conference.

MAIN TOPICS

• The needs for investments within the context of constantly changing EU legislation;
• Possibilities for access to EU funds and their efficiency;
• Public-private partnerships as instrument for financing;
• WSS services’ prices and their social tolerance;
• Innovative technologies, materials and constructions;
• Modern technologies for wastewater and sludge treatment;
• Scientific & technical developments in the WSS sector.

ABSTRACT INVITATION

International authors wishing to submit papers should send to the e-mail address of BWA (see below) an abstract in English, up to 200 words (1/2 page A4), until December 22nd, 2017. Abstracts should be presented as MS Word files, typesetting Arial 10 pt for the whole text, left alignment, Normal style, Sentence case. The time for presentation is up to 20 min.

The authors of accepted abstracts will be notified by January 12th, 2018 and the successful authors will be invited to submit by March 2nd, 2018 via e-mail the full text of their papers (maximum 10 pages 18 000 chars with spaces) and/or presentations in English. No special requirements exist for papers formatting. Both abstracts and papers will be put on the web site of BWA (with the permission of the corresponding author). Please note that the presentation is obligatory for the event. The author of approved abstract (with no advertising material) does not pay entrance fee for the conference.

World Water Council

World Water Forum 2018

The World Water Forum is the world’s biggest water-related event and is organized by the World Water Council (WWC), an international organization that brings together all those interested in the theme of water. Its mission is “to promote awareness, build political commitment and trigger action on critical water issues at all levels, to facilitate the efficient conservation, protection, development, planning, management and use of water in all its dimensions on an environmentally sustainable basis for the benefit of all life on Earth”.

The World Water Council organizes the Forum every three years together with the respective host country and city. To date, there have been seven editions of the World Water Forum, in different countries, on four different continents. In 2014, Brazil’s candidature to host the event was successful and Brasilia was selected as the host-city for the event. Accordingly, in 2018, Brazil will be hosting the 8th edition of the World Water Forum. It will be the first time the event is held in the Southern Hemisphere.

Global workshop - Moving forward transboundary water cooperation: Building on its benefits

Transboundary water cooperation is necessary to manage shared waters in an integrated and sustainable way. It has the potential to generate many significant benefits for cooperating countries, such as accelerated economic growth, improved human well-being, enhanced environmental sustainability and increased political stability. Nevertheless, many challenges can prevent or delay countries from embracing effective joint management of transboundary waters, including because of an incomplete or biased perception of the benefits that could be attained.
The workshop will bring together professionals from all over the world working on transboundary water cooperation to discuss how the identification, assessment and communication of the broad range of benefits generated by transboundary water cooperation can prompt, support or strengthen cooperation in transboundary basins. It will provide a platform to share experiences, good practices, challenges faced and lessons learnt from transboundary basins where work has been carried out to better understand, analyze and communicate the benefits of transboundary water cooperation as well as the cost of inaction, but also transboundary basins where development has been guided by common benefits/ benefit sharing arrangements.

The target audience includes governmental representatives, but also water managers and representatives of joint bodies such as transboundary water commissions, and representatives of international organizations (including development partners and international financial institutions), as well as journalists, diplomats, parliamentarians, representatives of academia, research institutes, private sector, civil society and other independent experts.

The workshop will be organized under the leadership of the Governments of Estonia and Serbia, with the support of the Water Convention secretariat, serviced by UNECE. Funding for the workshop is provided by the Ministry of Infrastructure and the Environment of the Netherlands and the Geneva Water Hub.

The first “International Workshop on Wastewater Management in the Danube river Basin“ will take place from 28 to 29 November 2017 in Bucharest, Romania. The Workshop is co-organised by the ICPDR, IAWD, the International Association of Water Supply companies in the Danube River Catchment Area, and the World Bank. The event is hosted by the National Administration “Romanian Waters” and supported by the Danube Water Program (DWP, jointly implemented by IAWD and World Bank), the EUSDR PA4, the Global Water Partnership, the EIB, both Directorates General ENV and JRC of the European Commission.

This initiative answers a need by the countries of the Danube River Basin that have expressed their need to more specifically deal with the multi-dimensional problem of the wastewater management under the ICPDR’s umbrella. The course features 5 days dedicated to the core responsibilities and activities of water utility regulatory authorities with regard to the oversight of the regulated utilities, principles and practices of tariff setting, performance benchmarking, and new developments in the regulation of the sector.

The level of the course is introductory: it aims to provide basic, but comprehensive training to the personnel of water regulatory authorities and water utilities. Participants will gain knowledge on key economic concepts guiding the operation of the sector, the challenges faced by sector participants including the wider problems of water management, and the role of the regulator and regulatory models including best practices. A core theme of the course is tariff setting and approval by the regulator: theoretical lessons will be supplemented by case study examples and a tariff setting exercise. Sufficient time will also be dedicated to the role of performance benchmarking in regulation.

Since 2009, IWA has been organizing the Water and Development Congress & Exhibition to bring together the global community who want to make a difference. It provides an opportunity for our members - from utilities, consultancy firms, technology providers, NGOs, government and researchers - to connect to urban stakeholders and like minded professionals and identify solutions they can take away and work with.

Latin America is the most urbanised region on the planet, with over 80% of the population living in cities. Being in Buenos Aires later this year for the Water and Development Congress and Exhibition will provide an opportunity to see up close how this city has developed its economy, services and infrastructure. And this is important for urban leaders from other developing regions such as Africa and Asia who are entering an era of urbanization:

  • How do you get the governance right - finding the balance between national and local priorities?
  • What is the right institutional model for delivering water and sanitation services for expanding boundaries and growing populations?
  • How do you work with diminishing water resources, to service more users and ensure the financial viability of the sector?

The Sustainable Development Goals drive us to ambitious outcomes and the global water community is readying itself to meet these goals by 2030. At the Water and Development Congress & Exhibition, we will organize the regulators forum to discuss policies and regulations that support SDGs - for example, how to operationalize the human right to water and sanitation.

We will also bring together international financiers, such as the Inter American Development bank, and city and utility asset managers, to look at financing mechanisms for infrastructure that enables efficient water supply and sanitation collection and treatment. And in this year, the UN-Water year for Wastewater, we will bring together city and utility leaders for a special forum on wastewater management, that will chart a way forward for cities to take the lead in halving the amount of untreated wastewater and reusing it.

On 1, 2, 3 November, SHUKALB in cooperation with SHUKOS (The Water and Wastewater Works Association Kosovo) organized the 5thBalkans Joint Conference and Exhibition titled, titled “Wastewater Challenge”, at Emerald Hotel, in Prishtina, Kosovo.  On its 5th Anniversary, the event re-confirmed its status as the major event of knowledge sharing and networking in the water sector of the Western Balkans.

With a record audience of over 450 participants, coming from 16 different countries throughout the Balkans and Europe, and 70 moderators and speakers, the Conference reached its goal to stimulate the dialogue between different stakeholders and provide opportunities for sharing experiences and knowledge, as well as exchanging the best practices in the water sector, in an effort to help the further development of the water supply and wastewater sector.

The three-day event started with the Gala Reception on 1 November, where the President of SHUKOS, Mr. Ilir Abdullahu welcomed and greeted the participants.  In his speech Mr. Abdullahu stated that the increase of participation and the variety of actors that the conference gathers every year shows the importance of this activity.  He expressed his gratitude to the founder and creator of the event, without whom this event would not have taken place, the late Mr. Philip Giantris, former Executive Director of SHUKALB.  At the end Mr. Abdullahu invited the prime Minister of Kosova, Mr. Ramush Haradinaj to give his keynote address.

Prime Minister Haradinaj stated that the wastewater is an important topic to all countries in the Balkans, and the most developed ones such as Germany and Switzerland have solved this issue.  He thanked both Germany and Switzerland for their support in many areas in Kosovo and in the Balkans, showing his gratitude for their support on the wastewater projects.

After the speech of the Prime Minister Haradinaj, Mr. Jean-Hubert Lebe, Ambassador of Switzerland and Mr. Christian Heldt, Ambassador of Germany, in Kosova, gave their keynote addresses in regard to the main topic of the Conference and emphasized the commitment of their respective countries in continuing their support in Kosovo and Balkans region.

The Gala continued with a memorial video in honor of the initiator and founder of the Balkans Joint Conference and Exhibition, Mr. Philip Giantris, for his enormous contribution over years in his role as the volunteer Executive Director of SHUKALB.

In recognition of the unique contribution that Philip Giantris has given to SHUKALB, and to the water sector in Albania and beyond, the Board of Directors accorded him the “Board of Directors” and “Lifetime” Awards, with the following motivations:

  • Board of Directors Award: In recognition and humble gratitude for his extraordinary, selfless, unconditional and fully volunteer contribution as the founding father, and leader in the development and growth of the Water Supply and Sewerage Association of Albania.  His leadership and devotion have enabled SHUKALB to become a self-sustaining, valued contributor, and well-respected organization in Albania, the Danube region, and the larger global water arena.
  • Lifetime Award: In recognition for the 45 years of his outstanding, internationally recognized career in the water sector providing policy and technical advisory services to governments all over the world, and in special gratitude for the 20 years of his exceptional professional and full hearted commitment to the water and sewerage sector of his beloved Albania, contributing to the shaping of major sector policies, reforms, and utility management tools that are helping the sector move towards better performance, higher standards, and sustainability.

The awards were presented by the President of SHUKALB and Director of Korca Water and Sewerage Utility, Mr. Petrit Tare, who among other things, stated “we as SHUKALB, can never thank enough Mr. Philip, for his priceless contribution to SHUKALB and the water sector in Albania”.

The Technical Conference Program consisted of 16 thematically diverse sessions organized into 12 different Parallel Sessions and 4 Plenary Sessions, which addressed over 54 presentations.  The 12 parallel sessions of the Conference were focused on overall management and technical issues of water supply and sewerage utilities in various aspects, financial management of Water Utilities; infrastructure management of Water Supply and Sewerage Utilities; asset management; customer service and commercial efficiency; water loss management; sewerage and wastewater treatment; aggregation and regionalization; regulatory framework; drinking water quality management; water source, treatment, and transmission; energy efficiency.

The Conference was greeted at the opening of the first day by the Minister of Economic Development of Kosova, Mr. Valdrin Lluka.  In his speech, Mr. Lluka emphasized the collaboration of his Ministry in a project co-funded with the Swiss Government, stating that the Ministry will initiate the closing phase of the project for rural systems, aiming to increase sewer system coverage from the current 70%.  In conclusion, the Minister assessed that the existence and work of the Inter-Ministerial Council on Waters will continue, and will be supported by the Wastewater Management Council.

The first keynote address was given by Mr. Patrik Meier, from the State Secretariat for Economic Affairs (SECO) in Kosova.  Mr. Meier shared with the audience the current problems and challenges of the water and wastewater sector with a focus on wastewater.

The first Plenary Session, of the program was dedicated to “Wastewater Challenge - Are We Ready?”.  The moderator, Mr. Kirk Mildner, Head of Urban Infrastructure and Transport division at KfW, opened the session with a presentation regarding the pending Wastewater Challenge, and the panelists who joined the discussions were representatives from different institutions such as Mr. Baton Begolli, Water Policy Advisor, Inter Ministerial Water Council, Kosova; Mr. Fejzi Mezini, Water Supply and Sewerage National Agency, Albania; Mr. Ndriçim Shani, Water Regulatory Authority, Albania; Mr. Petrit Tare, Korca Water Supply and Sewerage Company, Albania and Mr. Ilir Abdullahu, Prishtina Water Supply and Sewerage Company, Kosova.

Following the Plenary Session, the program continued with two parallel sessions, the first focused on the Sewerage and Wastewater Treatment, and the second on Financial Management of Water Utilities.  In the next two parallel sessions, the topics of Infrastructure Management of Water Supply and Sewerage Utilities, and Asset Management were presented and discussed.

The second Plenary Session “Capacity Development Programs - A Pathway to Performance Improvement” was moderated by Mr. Cliff Hammer, Program Manager, Embassy of Switzerland in Macedonia, who raised the issues focused on the Capacity Development for Water Utilities of Albania and Kosova through the D-Leap‘s Programs. The discussion continued with Mr. Philip Weller, Danube Water Program, Austria; Mr. Christophe Di Marco, GIZ Open Regional Fund, Europa Juglindore; Ms. Elisabeta Poci, Water Supply and Sewerage Association of Albania and Ms. Nadire Vitija, Water and Wastewater Works Association of Kosova. Customer Service and Commercial Efficiency and Water Loss Management were the last sessions treated during the first working day of the Conference.

Ms. Albena Reshitaj, Minister of Ministry of Environment and Physical Planning of Kosova, during the opening of second day of the Conference, stated that this event is a very important initiative for raising awareness in the water sector, water resource management, and drinking water supply and sewage treatment.

The third Plenary Session, “Governance and Local Government: Role and Influence of Local Government in Tariff Setting” was moderated by Ms. Jelena Janevska, Knowledge and Communications Manager, Network of Associations of Local Authorities of South-East Europe (NALAS), who opened the session talking about role and Influence of Local Government in Tariff Setting.  To discuss this theme, the invited panelists were Ms. Evis Gjebrea, Tirana Water Supply and Sewerage Company, Albania; Mr. Sazan Ibrahimi, Municipalities Association, Kosova; Mr. Goran Jevric, Regional Water Company, Montenegro and Mr. Hysni Feka, Water and Wastewater Regulatory Office, Kosova.  The program continued with the parallel sessions “Sewerage and Wastewater Treatment “and “Aggregation and Regionalization - Is Bigger Better?” The second parallel sessions were focused on “Regulatory Framework”, and “Drinking Water Quality Management”.

The final Plenary Session “Sustainable Development Goals and the Challenges Presented in the Western Balkans” was moderated by Mr. Baton Begolli, Water Policy Advisor, Inter Ministerial Water Council, Kosova.  To discuss this theme, the invited panelists were Mr. Rene Eschemann, Director for Kosovo and Macedonia, KfW; Mr. Bernhard Soland, Deputy Director, State Secretariat for Economic Affairs, SECO and Ms. Arlinda Ibrahimllari, Chair of Emerging Water Leaders of IWA and Member of the Task Force for the SDGs. The Conference program ended with the two last Parallel Sessions “Big Water - Source, Treatment, and Transmission” and “Wastewater Treatment and Energy Efficiency”.

Participants at the Conference had the opportunity to visit the largest Technical Exhibition in the history of our annual Conferences.  The Exhibition officially opened on the 1st of November, after the Gala Reception, and continued for two days in parallel with the Technical Program on the 2ndand 3rd of November.  The Exhibition this year gathered 28 private companies coming from nine (9) different countries from the Balkan region, Europe, as well as Jordan, which showcased their very latest products, from pipes, pumps, meters, software to engineer consulting and management contractors, ensuring visitors to the event were treated to the best of what this innovative industry has to offer.

A successful repeated experience during the Exhibition was also the joint SHUKALB and SHUKOS booth, a dedicated space of 24 sqm, situated close to the entrance of the main room of the Conference.  Participants had the opportunity to get information regarding the respective activities of each Association.  A considerable space was dedicated to the Joint Training Program where participants received information on the specific training course planned for the rest of 2017 and into 2018, as well as information on the opportunities for being involved as a trainer and as local expert.

On 3rd of November, the staff of the water utilities participated in the Training Courses Draw, organized at the joint SHUKALB-SHUKOS booth, during the coffee break.  The interest to participate shown by utilities staff was high and exceeded our expectations.  At the end of the draw, the three winners of the Training Courses Draw resulted Mr. Fatjon Turmetaj, Shkodra Water Supply and Sewerage Company; Mr. Andrea Goro, Himara Water Supply and Sewerage Company and Mr. Shaban Imeraj, Hidrodrini Peje Water Supply and Sewerage Company. Each of the winners has the right to get a free registration to one of the training courses organized jointly by SHUKALB and SHUKOS.

Recognised as the most important international event in the field of urban drainage, ICUDs are held in different parts of the world by groups of active researchers, selected and designated by the JC after a competitive assessment of submitted proposals. Since 2005, the Poul Harremoës Award competition has been held for the best urban drainage paper presented by a young author during each ICUD and since 2011, the JCUD Mid-Career and Career Achievement Awards for internationally recognised contributions to the field of urban drainage are granted.

The ICUD conference aims to present the latest advances and innovative approaches in fundamental and applied research on urban drainage, taking into account meteorological, hydrological, hydraulic, water quality and socio-economic aspects worldwide. Among its specific interests are urban water quality, sewer sediments, source control, storm water management, combined sewer overflows, drainage in cold and alpine climates, real time control of urban drainage systems and the data and models related to urban water. In 2016, the International Association of the Danube River Catchment Area (IAWD), under the support of the Danube Water Program, outlined a long-term strategic program for capacity building in the water supply and sewerage sector in the Danube region under the branded name, Danube Learning Partnership (D-LeaP).

“Commercial Efficiency in Water Supply and Sanitation Utilities” is one of the D-LeaP Programs that the Water Supply and Sewerage Association of Albania (SHUKALB) and the Water and Wastewater Works Association of Kosovo (SHUKOS) have jointly to undertake as a  HUB*.  This capacity building Program is one of the building blocks of the training programs of D-LeaP, targeting a defined set of processes within water utilities operating in the Danube Region.

The overall objectives of the Commercial Efficiency Training Program are:

  • To create a practical knowledge sharing program that will support water utilities operating in the Danube Region in the formulation and implementation of individual programs to strengthen their commercial performance.
  • To facilitate the creation of an enabling environment for continuous and sustainable delivery of this knowledge sharing program in localized regions of the Danube Region, through qualified trainers, who can deliver the program in their local language.

The first Training of Trainers Workshop of the Commercial Efficiency Program was organized on 26-28 April, at the Water Supply and Sewerage Company of Korca WSS, Albania.  The training was attended by participants from three (3) HUBs under the Program, which were: SHUKALB/SHUKOS, Association of Public Service Providers of Macedonia (ADKOM) and the Water Supply and Sewerage Company of Brasov, Romania (APA Brasov).  The preparation of all the training materials and the conduct of the ToT Workshop were done by Valu Add Management Services, a private company member of SHUKALB, contracted by IAWD under D-Leap.  Three expert international trainers that delivered the training included Philip D. Giantris from Albania, Radoslav Russev from Bulgaria, and Bambos Charalambous from Cyprus.

The three (3) day ToT Workshop covered topics such as:

  • Linking Commercial Efficiency to Business Planning
  • Current Performance Assessment Based on Performance Indicators with Focus on Commercial Efficiency
  • Defining Commercial Efficiency Strategic Goals
  • Water Demand Analysis
  • Defining Performance Improvement Action Plans to Achieve Commercial Efficiency Targets
  • Organizational Structure and Staffing Efficiency
  • Operations and Maintenance Budget
  • Capital Expenditure and Investment Forecast
  • Determining Total Revenue Needs and Tariff Strategy
  • Challenges in Commercial Efficiency Implementation
  • Monitoring, Reporting and Corrective Actions

During the first two days of class room training, the participants were engaged in a parallel, practical training exercise related to completing a system Water Balance and on Unpaid Debt Analysis and Recovery.  On the third day of the training, the participants, were hosted by several members of the Korca utility staff to see and experience, first hand, how a modern, Smart Meter system has been installed in Korca, and the benefits of its operations. They learned about the unique features of the meters, which they say actually being installed at a customer location; how meter data is transmitted from each meter to the central Customer Service Center, with no need for meter readers; and how the data is then analysed and downloaded to produce a bill for the customers.

The ToT workshop was a success, for the fact that participants received all the necessary information and training, qualifying as future trainers for the staff of the water supply and sewerage companies in their respective countries.  Valu Add Management Services will continue to assist them on this process.

On the 10th of April, the Embassy of Hungary, the Hungarian Water Utility Association (MaVíz), and the Budapest Waterworks Utility, in collaboration with the Water Supply and Sewerage Association of Albania (SHUKALB), organized a Conference titled “Albania-Hungary: Connecting Business and Water Professionals”, at PlazaHotel, in Tirana.  With an audience of over 200 participants, the Conference reached its goal to provide an effective platform for discussion, and to strengthen the cooperation and knowledge transfer between the water professionals and businesses of the two countries.

The Conference was attended by participants from different institutions from countries such as ministries, municipalities, government agencies, water utilities, private companies, water sector professionals, banks, and different businessmen.

The Conference was opened by the Co-Chairs of the Hungarian-Albanian Joint Economic Cooperation, represented by Ms. Adela Karapici, Deputy Minister, Ministry of Economic Development, Tourism, Trade and Entrepreneurship of Albania and Mr. Levente Magyar, Minister of State for Economic Diplomacy, Ministry of Foreign Affairs and Trade of Hungary.  Both ministers praised the importance of this event and stressed the good will of their respective ministries for strengthening the economic cooperation between the two countries.

The Conference continued with the signing of Memorandum of Understandings between different institutions such as:

The Memorandum of Understanding between SHUKALB and MaViz was signed by Mr. Petrit Tare, President of SHUKALB and Ms. Edit Nagy, Secretary General of MaViz.  The aim of the MoU is the knowledge transfer and exchange of experience in the fields of water supply, wastewater collection, wastewater treatment and sewage sludge management between the two Associations.

As per the agenda, the Conference then broke up into two tracks with a multi-sectoral business forum taking place in a different room private companies had the opportunity to meet with each other and different institutions.

The Water Sector element of the Conference continued in the main room with the speeches by the special guests, Mr. Sokol Dervishaj, Minister of Transport and Infrastructure of Albania, and Mr. István Joó, Ministerial Commissioner for Water Diplomacy, Export and the Danube Region Strategy, Ministry of Foreign Affairs and Trade of Hungary.  Minister Dervishaj, spoke about the state of the water sector in Albania and on the many investments undertaken by the Albanian government in efforts to improve the sector.

The welcome speeches, where held by Mr. Philip D. Giantris, Executive Director of SHUKALB and Ms. Edit Nagy, Secretary General of MaViz.  Mr. Giantris expressed his appreciation for the initiative for bi-lateral cooperation and the importance of the knowledge transfer and exchange of experience between the two Associations.  He compared the Albanian-Hungarian cooperation as a marriage which should not be a one sided relationship, taking into consideration the differences in the economic development of the two countries.  Furthermore, he stated that SHUKALB, through its excellent work, especially on the development of its Training Program and Test-Based Certification initiatives, as well as many other activities, has earned the respect of the other water associations in the region and beyond, as a good example to be followed and to be replicated in its best practices.

The Conference continued with presentations by Mr. Arduen Karagjozi, Director of Directory of Excellence in the Office of the Technical Secretariat of the National Waater Council, at the Prime Ministery; Mr. Arben Pambuku, Director of Water Policies, Ministry of Agriculture, Rural Development and Water Administration of Albania; Mr. Ndriçim Shani, Chairman, Albanian Water Regulatory Commission; and Mr. Csaba Haranghy, Chief Executive Officer, Budapest Water Works.

The Budapest Water Summit 2013, co-hosted with the World Water Council, was instrumental in developing a dedicated goal on water which today features in the 2030 Agenda for Sustainable Development.

Under the patronage of H.E. Mr. János ÁDER, President of Hungary and Member of the High Level Panel on Water convened by the UN Secretary General and the President of the World Bank, Hungary will be hosting a high-profile conference and expo: the Budapest Water Summit 2016.

The aim of the three-day event is to promote in a very concrete manner the implementation of the sustainable development water goal and all related targets on water and sanitation, as well as to achieve progress in the implementation of the water-related aspects of the Paris Climate Agreement.

The event is planned to pursue a pragmatic, solution-oriented approach which is open to innovative and cost-efficient technologies and methods that can be turned into bankable projects as soon as possible.

The Summit is organised by the Government of Hungary in cooperation with the World Water Council. The High Level Panel on Water, along with the UN Secretary General, the President of the World Bank Group and the President of the World Water Council are invited. Invitation will be extended to all Member States of the United Nations, competent UN bodies as well as other international organisations, international development banks, civil society organisations and the private sector.

The Benchmarking HUB for Ex-YU utilities will organize its 3rd Benchmarking Workshop on 23-25 November 2016 to discuss results of the benchmarking reports.

This year the annual meeting of EBC-participants from Ex-YU region takes place in Budva, the city most visited by tourists who come to Montenegro (more than 4.5 million overnight stays/year). Budva is 2,500 years old settlement, which makes it one of the oldest settlements on the Adriatic coast.

The Workshop is predominantly intended for waterworks and sewerage companies from Ex-YU countries participating in utility benchmarking project of IAWD and EBC, but also for representatives of their associations, international institutions and other stakeholders which may provide advice and support regarding benchmarking and performance improvement of utilities in the region. Utilities from other European countries which participate in EBC-based benchmarking are also encouraged to participate.

On behalf of the German government, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) supports the creation of framework conditions for the increased use of renewable energy sources in BiH via the project “Promotion of Renewable Energy in Bosnia and Herzegovina”. The project is  designed in the following four areas of intervention:

  • General framework conditions for renewable energy sector;
  • Support schemes and community based approaches to finance RE projects;
  • Sustainable Small Hydro Power sector development;
  • Development of the bio energy and innovative technologies sector.

The interventions in the small hydro power component focus on the question how the small hydro power potential can be utilized in a sustainable manner. This includes activities in the fields of optimal technical design and construction of plants, strategic identification of priority sites, keeping the ecological dimension in focus and civil society dialogue on the hydro power development in the country.

Capacity development of all relevant stakeholders is integral part of the lines of intervention.

On RENEXPO a joint dialogue between all relevant stakeholders on the investment options and detailed analysis of the existing situation in the small hydropower sector in BiH is envisaged.

SHUKALB and SHUKOS are pleased to invite you to join and participate in the Program of the 4th Balkans Joint Conference and Exhibition to be held in Tirana, Albania, on 2-4 November 2016, at Expo City Albania.  The Conference Theme “Water and Jobs” brings much needed attention to the multiple challenges that are being faced in the water supply and sewerage sector as the sector works to replace a retiring workforce, while at the same time working to communicate the career opportunities that exist in the water sector, but that are not well understood by the younger generations in the Western Balkans.

The Balkans Joint Conference and Exhibition has truly established itself as a major knowledge sharing and networking event in the Western Balkans water sector. With a regular audience of over 450 participants from the Greater Balkan Region, the Conference offers a platform where water professionals, policymakers, and business professionals from the sector gather and discuss issues of concern, exchange information, and share experiences in an effort to help the further development of the water supply and sewerage sector in the Greater Balkan Region.

The strength of past Conferences, as evidenced in the participant surveys that are conducted during and after each Conference, has always been the quality and diversity of the formal, professional papers that are presented by the chosen speakers. You are welcome to review the main themes and topic areas that the Conference organizers have formulated for this year’s Conference, and to consider submitting an Abstract for presentation.

Prior to the submission of the Full Paper and PowerPoint presentation, the authors have to submit an abstract of their paper covering one of the following topics. The submitted abstracts will be further evaluated by the Technical Program Committee of the Conference. The authors of the selected abstracts will then be invited to submit the Full Paper and Power Point Presentation.

There is only one month left before the Balkans Joint Conference and Exhibition 2016, “Water and Jobs”, to be held on 2-3-4 November in Tirana, Albania!  The conference organizers, with the support of the Technical Program Committee, have worked hard to shape Conference Program in such a way that it promises to be very diverse in terms of topics and speakers.

To bring focus on some key themes that are facing the water sector in general and the Balkans in particular, the Conference Program will again feature four plenary sessions.  The theme of each Plenary Sessions and a summary description of each theme is as follows:

  • Plenary Session 1. Addressing the Water Sector Work Force Gap - An Avoidable Crisis.

This Plenary Session will tackle the regional and global issues that the water sector                     workforce is facing in terms of shortage of skilled professionals and the lack of                             comprehensive strategies for recognizing and addressing this issue.

  • Plenary Session 2. EU Water Directive - Can the Western Balkans Afford to Comply?

The second Plenary Session will focus on issues of concern to countries, such as Albania,          as well as other neighboring countries that are in the EU pre-accession phase. The                    session will mix the perspectives and challenges faced by the different actors that are                involved in this process to include central government, local government, water utility, as            well as regulatory agencies.

  • Plenary Session 3. Utility Aggregation and Local Government: Getting Corporate Governance Right.

The third Plenary Session will bring focus to the importance of applying corporate                        governance principles in the management and oversight of water utilities, and the role of            local governance in guaranteeing that these principles are respected.  The panel will                  present the experiences of relevant professionals from the region.

  • Plenary Session 4. Water Supply and Sewerage Access and Services: Who Pays for the Poorest of the Poor?

The final Plenary Session will address a delicate and very practical issue, not only for                 Albania and Kosovo, but the region as well. The session aims to share best practices of             different countries in the region in providing water supply and sewerage services to                     poorest citizens of our society with dignity and respect.

Besides these important Plenary Sessions, the Conference Program will have a total of 30 presentations, which will run in parallel sessions covering current issues of the sector from technical to managerial, as well as governance topics, presented by local and regional professionals.

4th Balkans Joint Conference and Exhibition “Water and Jobs”: A Major Success for SHUKALB and SHUKOS

On 2, 3, 4 November, SHUKALB in cooperation with SHUKOS (The Water and Wastewater Works Association Kosovo) organized the 4th Balkans Joint Conference and Exhibition titled “Water and Jobs”, at Expocity in Tirana, Albania.  The annual event proved again to be the major knowledge sharing and networking event in the Western Balkans water sector.

With an audience of over 400 participants, coming from 22 different countries throughout the Balkans and Europe, and 70 moderators and speakers, the Conference reached its objective to stimulate the dialogue between different stakeholders.  The Conference offered opportunities for water professionals, policymakers, and business professionals from the sector to discuss issues of concern, exchange information, and share their experiences in an effort to help the further development of the water supply and wastewater sector in the Greater Balkan Region.

The 3-day event started with the Gala Reception held on 2 November, where the President of SHUKALB, Mr. Petrit Tare and the President of SHUKOS, Mr. Ismet Ahmeti, welcomed and greeted the participants.  In their speeches, they stated that the Conference theme “Water and Jobs” is one of the most discussed topics, which affects all of us who work in this sector and we need to cooperate more with each other and share our best practices.  Water knows no state boundaries, and hence our cooperation must extend beyond these boundaries.

During the Gala of our Annual Conference, it has been a practice of SHUKALB to give two awards, titled, “Board of Directors Award” and “A Lifetime in the Water Sector Award” to individuals for their contribution to the water sector in Albania and their professional role. The “Board of Directors Award” was given to Mr. Edmond Haxhinasto, former Minister of Transport and Infrastructure; and the “A Lifetime in the Water Sector Award” was given to Mr. Zef Maci, Director of Water Supply and Sewerage Company of Lezha.

At the end of the Gala, the Presidents of SHUKALB and SHUKOS signed a joint Memorandum of Understanding, to establish a formal arrangement between the two Assoiations to achieve common objectives in the area of training and capacity development.  Under this MOU, SHUKALB and SHUKOS agreed to cooperate in the development of an annual training course delivery schedule, initially based on the training course materials developed by SHUKALB under its USAID Project.

The Technical Conference Program consisted of 16 thematically diverse sessions organized into 12 different Parallel Sessions and 4 Plenary Sessions, which addressed over 40 presentations. The 12 parallel sessions of the Conference were focused on overall management and technical issues of water supply and sewerage utilities in various aspects, capacity development in the region, challenges of local government in ensuring water and wastewater services, water resources management and emergencies, human resources management, financial gap analysis, drinking water quality management, water loss management, regulatory framework.

The Conference was greeted at the opening of the first day by USAID’s Representative for Albania, Dr. Catherine Johnson. In her speech, Dr. Johnson emphasized the importance of water and better management of it, while expressing USAID’s support to SHUKALB’s efforts in improving the overall performance of water supply and sewerage services for the citizens of Albania.

The first keynote address was given by Prof. Guy Alaerts, from the Institute for Water Education in Netherlands.  Prof. Alaerts shared with the audience the current problems and challenges of the water sector with a focus on developing the workforce of tomorrow.

The first Plenary Session, of the program was dedicated to “Addressing the Water Sector Work Force Gap - An Avoidable Crisis”.  The moderator, Dr. Silver Mugisha, Managing Director of the National Water and Sewerage Corporation of Uganda, opened the session with a presentation regarding the pending Work Force Gap, and the panelists who joined the discussions were representatives from different institutions such as Ms. Maria Teresa Gutierrez, International Labor Organization; Mr. Christopher McCord, Certification Expert, USA; Dorian Xhelili, Vlora Water and Sewerage Company, Albania; and Ms. Albana Idershai, representing the Technical Secretariat of the National Water Council, Albania.

Following the Plenary Session, the program continued with two parallel sessions, the first focused on the Challenges of Local Government in Ensuring Water Supply and Wastewater Services, and the second on Capacity Development in the Region.  In the next two parallel sessions, the topics of Water Resources Management and Emergencies, and Human Resources Management were presented and discussed.

The second Plenary Session “EU Water Directives - Can the Western Balkans Afford to Comply” was moderated by Ms. Patricia Lopez of the Danube Water Program and The World Bank, who raised the issues focused on the challenges and opportunities for the Balkans and compliance with the EU Water Directives.  The discussion continued with Mr. Ylber Mirta, Ministry of Environment and Physical Planning, Macedonia; Mr. Afrim Lajci, Inter-Ministerial Water Council, Kosova; and Ms. Evis Gjebrea, Water Supply and Sewerage Company of Tirana, Albania.  Applications of Financial Gap Analysis and Drinking Water Quality Management were the last sessions treated during the first working day of the Conference.

Ms. Besa Zogaj Gashi, Deputy Minister of Ministry of Economic Development in Kosova, opened the second working day of the Conference.  The third Plenary Session, “Utility Aggregation and Local Government: Getting Corporate Governance Right” was moderated  by Mr. Baton Begolli, Advisor to the  Office of  the Prime Minister in Kosova, who opened the session talking about Utilities and Local Government aggregation.  To discuss this theme, the invited panelists were Ms. Lindita Sotiri, Ministry of Transport and Infrastructure, Albania; Ms. Jadranka Ivanova, Ministry of Environment and Physical Planning, Macedonia; and Silviu Lacatusu, Romanian Water Association, Romania. The program continued with the Governance and Management of Water Utilities and the Water Loss Management parallel sessions.  Second parallel sessions were focused on Regulatory Framework, and Commercial and Operational Efficiency.

The final Plenary Session addressed Water Supply and Sewerage Access and Services: Who Pays for the Poorest of the Poor, which was moderated by Mr. Philip Giantris.  The Conference program ended with the two last Parallel Sessions “Asset and Infrastructure Management of Water Supply and Sewerage Utilities” and “Wastewater Treatment and Environmental Protection”.

A very interesting event organized by SHUKALB during the 2nd and 3rd day of the Conference, was “Meet the Experts” event which created opportunities for interested Conference participants to meet and exchange ideas and knowledge with the group of USA Experts, who are involved in SHUKALB’s USAID funded Project “Sustainable Water Sector Capacity Development in Albania”.  The Experts brought different backgrounds and expertise to include water quality, wastewater treatment, utility management, and operator certification.

Technical Exhibition a Real Success!

ExhibitionParticipants at the Conference had the opportunity to visit the largest Technical Exhibition in the history of our annual Conferences.  The Exhibition officially opened on the 2nd of November, after the Gala Reception, and continued for two days in parallel with the Technical Program on the 3rd and 4th of November.

The venue of the event (ExpoCity Albania), which was carefully chosen by the Conference Organizers, proved to be the right choice.  It offered the exhibiting companies a wider space of around 800 square meters, and the opportunity for the Conference participants to walk freely and visit the booths.

The Exhibition gathered 26 private companies coming from nine (9) different countries from the Balkan region, Europe, as well as Israel, which showcased their very latest products, from pipes, pumps, meters, software to engineer consulting and management contractors, ensuring visitors to the event were treated to the best of what this innovative industry has to offer.

One of exciting experience during the Exhibition was SHUKALB’s Exhibit Booth, which was placed right in the center of the Exhibition Area.  It offered participants information on many activities conducted by the Association, membership, training courses, programs and projects.  Participants were welcomed by the SHUKALB’s staff that was pleased to inform every visitor on the good work the Association is doing in the efforts to improve the water sector in Albania, and answering all questions related to the Association’s activities.  Conference participants had the opportunity to look through and review over 30 training course manuals already developed by SHUKALB, as a part of its USAID funded Project, “Sustainable Water Sector Capacity Development in Albania”.

Young Water Professionals Engaging in Roundtable Discussions during the Forum

An impressive event, organized prior the Conference on 2 November, was the Young Water Professionals Forum, an open platform addressed to students, young water professionals, engineering water leaders and people covering a wide range from technical, social, economic  and environmental, under the age of 35, and who work or are interested in working in the water sector.  More than 80 young water professionals from Albania and Kosova, participated at the event, representing a wide range of institutions and professions.

The Forum was opened by Mrs. Arlinda Ibrahimllari, Chair of YWP Group Albania, who stated that as the needs for more qualitative services and qualified staff in the water sector are growing, it is necessary to increase awareness and invest in young water professionals that are interested in pursuing a career in the water sector.  The main scope of the Forum was to address this issue and help them get a better understanding as to the challenges being faced by the sector, and the direction that the water sector is taking in the Western Balkans.

The event was organized and conducted in three sequential sessions:

  • Session I - Career Planning and Growing in Your Profession
  • Session II - Water Career Development and Opportunities
  • Session III - Visions and Challenges

The attendees were greeted during the 2nd session, by the Ambassador of the Kingdom of the Netherlands in Albania, Mrs. Dewi van de Weerd.

Distinguished speakers at the Forum were  Dr. Silver Mugisha, Managing Director of the National Water and Sewerage  Corporation of Uganda and Vice President of the International Water Association, and Professor Guy Alaerts, UNESCO-IHE, Institute for Water and Education.

The event proved successful, not only for the wide participation and topics addressed, but also because it offered the participants the opportunity to exchange knowledge and experience, and to extend their professional and social networks.

Within the scope of a PPP project and with financial support from the Deutsche Entwicklungsgesellschaft (KfW-DEG), the company Barthauer Software GmbH with its partner TCC Danubius has set itself the goal of persuading the water companies in Serbia and Bosnia & Herzegovina on the implementation of its professional network management software system BASYS and in the medium term of taking an important step forwards efficient grant application and project implementation for being compliant with European standads and minimizing future operational cost. Local partner is the Inter-Institutional Network association IPM. This will have a very positive impact on the development of the public utility sector, thus creating the basis for further economic growth for the communities.

The MEP Water Group, in cooperation with the UN World Water Assessment Programme (WWAP) of UNESCO, UN-Water and the UNESCO Liason Office in Brussels, will hold a public session dedicated to the theme 'Water and Jobs' on the 28th of September from 13h00 to 15h00 at the European Parliament, József Antall Building, Room 6Q2. The event is taking place under the patronage of the Slovak Presidency of the Council of the European Union.

 

Based on the UN World Water Development Report (WWDR 2016) produced by WWAP on behalf of UN-Water, the session will address the water jobs nexus, highlighting the enabling role of water for the European economy and labour market and will call decision makers' attention to the negative impacts of water scarcity for the socio-economic and environmental sustainability of our society.

The Association of Public Service Providers of the Republic of Macedonia (ADKOM), and the Water Supply and Sewerage Public Enterprise of Skopje, held the 5th International Conference titled “Regulating Water Supply and Waste Water Services” on 25-28 May, at Hotel Metropol, Ohrid, Macedonia.

The 3 days event started on 25 May with a Welcoming cocktail held at the Conference venue. The conference program consisted on 5 panel sessions organized in 19 technical presentations and 10 presentations done by the companies from technical exhibition.

The topics of the five (5) panel sessions at the Conference were:

Introduction

Water is the very essence of life on our planet. It constitutes 70% of our body. It is also one of the fundamental archetypes that define our existence and the state of our civilization. Sustainable management of natural resources, including surface water and groundwater, is a global necessity, which requires prudent management within river basins and entire countries, for the benefit of each individual.

Increasing attention is being paid to water resources throughout the world, primarily due to pressures brought about by population growth but also in light of projected climate change impacts. Global economic trends are also shifting, rendering the support to water sector advancement rather challenging. Available water resources are not evenly distributed among the continents, and neither is the technological and financial wherewithal needed for water use, particularly for human consumption.

In quantitative terms, groundwater is the key freshwater resource on the planet Earth. It is also the most often used and preferred drinking water resource. However, despite worldwide efforts during the past several decades, water remains sparse in many countries in Africa and some countries in Asia.
The importance and nature of groundwater resources call for mankind to act at global, regional, and local levels. Groundwater management requires appropriate legislation, infrastructure and socio-economic frameworks, as well as proper planning and implementation of needed measures. These issues will constitute one of the major themes of the Conference.

The study of climate change and its impact on groundwater resources is highly topical at this time, because of the importance of groundwater resources for the survival and development of societies.

Among groundwater resources, alluvial aquifers are the most significant water sources. Their self-purification potential, through various processes, leads to an altered water quality, usually for the better. The aerobic state of aquifers is another major consideration. Knowledge of these processes is extremely valuable because vast amounts of money are being spent worldwide to maintain alluvial water supply sources and address water-well aging issues.
Karst aquifers are also important water sources. The protection of such sources is highly complex, as are the problems associated with their use due to high discharge fluctuations.

An exchange of practical experiences from different areas of groundwater management will certainly contribute to a better understanding of this extremely important natural resource.
