Seed Money Facility (SMF) is a funding opportunity provided by the Danube Transnational Programme to support the development of projects in line with the 12 Priority Areas of the EU Strategy for the Danube Region. With Seed Money support, projects can be prepared for further funding source, regardless the financial instrument to be addressed by the project developed, be it national, mainstream EU, transnational or cross border or by any other public or private investor (such as IFIs) or public-private partnership.

What is the event about?

During the Seed Money Facility Event, information will be given about:

  • Danube Transnational Programme and EUSDR
  • Seed Money Facility in general
  • Seed Money Facility call for proposal in particular (rules and procedures) - expected to be launched in autumn 2017
  • TOPICS ADDRESSED by the Seed Money Facility call
  • Existing financing opportunities for different topics

Around 150 stakeholders, decision-makers and potential partners, representing national, regional and local authorities, as well as other relevant actors interested in the Seed Money Facility, are expected to participate in the event. Participants will have the opportunity to meet and share their visions for potential project ideas with both EUSDR and funding programme representatives.

Introduction to Water Utility Regulation

Course / Training

The course features 5 days dedicated to the core responsibilities and activities of water utility regulatory authorities with regard to the oversight of the regulated utilities, principles and practices of tariff setting, performance benchmarking, and new developments in the regulation of the sector.

The level of the course is introductory: it aims to provide basic, but comprehensive training to the personnel of water regulatory authorities and water utilities. Participants will gain knowledge on key economic concepts guiding the operation of the sector, the challenges faced by sector participants including the wider problems of water management, and the role of the regulator and regulatory models including best practices. A core theme of the course is tariff setting and approval by the regulator: theoretical lessons will be supplemented by case study examples and a tariff setting exercise. Sufficient time will also be dedicated to the role of performance benchmarking in regulation.

This draft Water Supply and Sanitation (WSS) Sector Strategy updates and sets out for consideration by the Council of Ministers the main objectives and priorities for the WSS sector in the Republic of Bulgaria, as well as proposals for the implementation and financing of policies to achieve these objectives within a ten-year horizon. The strategy integrates the findings of consultations and intermediate analyses, including a regulatory review, public expenditure review, and strategic financing plan, produced and discussed with stakeholders since September 2012. Considering that many WSS capital investments have a long life time, both the expenditure needs assessment and the strategic financing plan were prepared for a 25-year time horizon. This provides assurance that the measures proposed in the ten-year strategy are in fact compatible with a sustainable WSS sector in the long term.
